Should the City Charter be amended to authorize the City Commission to approve the use of the Pinellas County Canvassing Board to canvass a City election and not limit the use of the Pinellas County Canvassing Board to canvass elections that are held in conjunction with a County-wide election?

Qualification Period
Should the City Charter be amended to provide that the qualification period for candidates for City Commission shall be from the seventy-fourth day prior to the date of election to the sixty-third day prior to the date of the election, in order to allow sufficient time for preparation of the ballot by the Supervisor of Elections?
