Shall the Charter for the City of Indian Rocks Beach, Article III, Elections, Section 3.1, Manner of Holding Elections, Subsection (c), be amended to allow the Pinellas County Canvassing Board to canvass and certify all municipal election returns in lieu of the three registered voter-comprised canvassing board?
